I was wondering where I should be discussing a story concept that I have been working on? I want to ensure that I'm working on my own story and not someone else by accident.

Open Discussions about Writing is probably good, especially for story concepts.

If you want help brainstorming the concept, you can do that in the appropriate Fragments and Feedback area, as well.
