I've heard of a few, but despite the fact that every writer will need some kind of cover art at some point, we don't have a consolidated listing on here. At least not that I could find . . . I'm on dial-up so it's always a possibility I just didn't look hard enough.
So if you know of an affordable cover artist throw them in here with a link and a little blurb or something. For myself . . .
Samantha Beaty just did a cover for Evangeline (coming in March), and I think its terrific. I did get the friend discount but she's between careers fresh out of an art degree so I'm pushing her as affordable. I don't know exactly how much she would charge someone else, but if I had a better job I would have like to pay her $150-200. But I mean look at the quality I got for less!

Neil Jackson did the cover art for Dissolution of Peace.
He was very low cost ($35), but he also seemed to disappear online. So my guess is he stopped doing it.
Lara Givens, who's artwork can be seen in Plasma Frequency, she is very good and I think she charges based on how much work each cover will be. Her site. I plan to use her for my next novel.

I don't know how viable this is, but a person might cruise sites like, say, Deviant Art, and contact artists who do the sort of work that your cover needs.
