I'm sure this is a big 'duh!' to most of you, but what exactly does "Close all programs" mean? I take it to mean the state of the computer when I turn it on and haven't done anything yet, but then I wonder if it means I have to root around the innards of the computer somehow, maybe turn off security?

You mean if you install a new program, and it suggests you close all programs before continuing? That means anything you have running - your word processor, for example. Also, if you have some programs that are set to run automatically (mine are set on the right side of my lower tool bar on my desktop), you might have to close those too. You don't need to worry about stuff the computer is running just to function - no rooting around!
You may not actually have to close everything depending on your computer's capabilities.

I have had installation directions that told me to shut down Norton as well. I guess it is always running in the background. I never turn it off and it doesn't seem to matter. I think if you hit control-alt-delete you will get a list of programs that are running at the time.

Okay. So you turn it all off. How do you get it all back on? If Control/Alt/Delete shows you what's running, hitting C/A/D afterward wouldn't bring anything up since nothing's running. Would restarting the computer automatically activate everything again?
