As I've been compiling a list of agents (yes, I am way ahead of myself, but the dreamer in me likes to plan ahead) I've found more than half of them will accept email queries and one will even take nonfiction proposals by email.
Times are changing, albeit slowly.

There are many more, but I've forgotten some of them, and for many others, I find their editorial standards questionable, and so would not recommend them. For a more complete list, just go to Ralan.com; for more information, hit the Rumor Mill.
Then there are the mainstream lit magazines, many of which are open to speculative fiction. Too much trouble for me to dig those up right now, but one that I know for sure (because I co-edit it!) considers speculative fiction and also accepts e-mail subs: The Metastatic Whatnot (e-zine, semi-pro; US$10/story).
