I think we already have a computer capable of simulating the thought processes of a human brain, if not the actual biochemistry. We just lack the right software, and it's impossible to predict how long it will take to write. A true AI would be by far the most complex piece of software ever written, and probably the most complex thing ever engineered by humans.
More to the point, we have no way to size up the task. At least with rocket science, we can easily compute the necessary thrust and other quantities. In the long run, we may simply have to resort to the only tried-and-true method for creating intelligent life: evolution. Genetic algorithms will be much less efficient, though, and take a lot longer.
