It looks like most of the expenses were fairly legitimate. He was required to have police escorts at all time and the expenses of them following him, wherever he goes, are valid. The weird aspect of this is that the charges were made to various agencies rather than to the NYPD.

Betcha that "police escorts will be provided as needed" is closer to the actual phrasing than "the mayor must have police escorts at all times." And that the mayor decides upon need.
