Have you tried amazon.com? I think all of OSC's stuff (besides a few exterior projects and out of print books) can be found on amazon. I don't really know though as I've never gotten into the e-book craze.

Orson mentions something having to do with this on his "Writer's Workshop" page -- not sure why it's tucked way back there.
Basically, he used to put his books online prior to publication until the big chain bookstores told him they'd penalize him for it. If they were jumping down his throat about that, I can easily see them being more unhappy with his posting already published books (since those are under contract).
So I imagine that he keeps a lid on people putting his books online, if only to ensure that nobody breaches that contract for him.
But, um, as a consolation, the library usually has a nice selection of his stuff. Sorry can't be more help... if people are posting his books illegitimately, Google is the best place to find this out.
