If you're trying to promote a fiction book to a publisher, can you mention work you wrote and was published that's not fiction?

Can you? Yes. Will it get you anywhere? It's tough to say. To be honest, i don't see that it could possibly hurt....in one form or another your writing was good enough for publication. On the other hand, especially in science fiction and fantasy i am led to believe that any publication outside the genre (even if other fiction categories like mystery or romance or literary) won't hold much weight. But why not throw it in anyway? (Seriously, if someone knows why not, please let me know. )

There are many resources for deciding what to put in your query letters and so forth. As a general rule, if you have other published works, they can be mentioned. There are always exceptions, of course.
