While most of the works of OSC are available based on the locality of my credit card, there are certain works which are unavailable legally. The Empire books fall into this category. In this day and age of purchasing works over the internet, does this not reduce an authors royalties a little? Who is actually being protected by this apparent out of date practise.

The publishing deal probably didn't include foreign publication rights.
That being said, I don't think copyright laws prohibit you from purchasing a used copy and having it shipped over seas.
