So I'm watching it and I must say this to me seems like an anime that makes more sense to see subtitled then to listen to as they do that trick where everyone is speaking the setting language (ie German) but to us the audience its Japanese but speak Japanese which to use the audience are informed the characters who spoke Japanese are speaking Japanese to each other instead of German. Something you could only really get with subtitles or by the cues like the other guy going "huh?" in confusion.

But for the first time now watching they seem to break from this by having a taxi driver speak Czech when a character is in Prague, which is nice I was confused and at first thought the subtitlers went off to amuse themselves for this episode until I was informed that the cab driver was speaking REAL Czech and not Japanese pretending to be Czech.

I'm about 2/3's done watching it and I must say its very well written with alot of detail put into it I have to pay attention to every detail or I will miss something of the bigger plot.

Oh and all the writing is in the local setting so newspapers are written in actual German.

Immersion, gotta love it.

You seem to be strangely hung up on language consistency.
