Considering the amount of carbon emissions yachts put out, there is an extreme shortage of pirates. By the same reasoning, there is an extreme shortage of air pirates. More skyjackings = fewer nonessential passenger miles flown
Think about how much cheaper gasoline would be if carjacking were legal.
