The ages are somewhat arbitrary to begin with, so why bother making them the same?

Public safety measure. 16 year old girls are less likely to be driving if they are married. Reason: the male spouse is presumably somewhere between 17 and 25 (not sure where the age of consent laws would cut this off in this locale). Everyone knows males in that age range won't be seen being driven around by a girl. Everyone also knows as bad as teenage boy drivers are, they're more predictable than teenage girl drivers.
