The chicken was bad, so I popped an indian TV dinner into the oven. waited 20 minutes turned out the oven was off. Can I still eat this if I cook it for 10 or 15 more minutes? I'll eat it anyway. I'm hungry and it's 4 dollars!

Yes, you can still eat a frozen dinner that's kinda defrosted for 20 minutes. I've done it before, it's never hurt me.

Then I agree with KQ, a little defrosting won't hurt, as long as the dinner wasn't left out all afternoon.
