Anyway, I played the little game, got bored, and closed the box. It was a cute albeit unworkable idea.

I thought it was a mispelling of Ewer, and was pointing to the oft-lamented poor performance of the American Pitcher and Vase Association's (APVA) attempts at promotional campaigns.
Seriously "Who knows what we'll stick in it next?" What the heck were they thinking?
