Most of the techniques apparently are designed to leave no physical marks on the prisoners' bodies, but there was some evidence of use of electric shocks.
There's concern that China may shut its doors to the UN after this report, but the problem for them is that they also want international credit for improving human rights inside of China.

The reform of prisons in America must happen, the most important being finding some way to protect prisoners from each other. The abuse from prisoners is far, far worse than that from guards (although some of that prisoner-on-prisoner abuse is winked at or even deliberately used by guards). If you deprive a person of the ability to protect himself, you have a moral duty to provide that protection. Rape isn't something we have less of a duty to prevent if the victim has committed crimes.
