I'm mulling over the idea of writing up a proposal for a nonfiction book.

In this hypothetical proposal, I want to mention a couple of books as recommended resources for further reading. If that is the case, should I write the publisher or author of the books and get their permission to list them as resources before I submit the proposal? Or is that something that is usually done after the proposal is accepted?

If you just want to mention them, I wouldn't think you'd need permission (although they might appreciate the heads-up and you might even get author blurbs for the back if they like your work). If you plan on quoting any of them, definitely check first.
