That is not necessarily true; it assumes that the distribution of intelligence is symmetric, which is reasonably non-obvious. Consider the number of legs a person has; clearly, the average is something like 1.99999, due to a small number of people with one or no legs. So the overwhelming majority are above average, legs-wise.
