I missed the first twenty minutes of 24 tonight! Why was Jack getting Salazar out of prison?

man...he talked to the president and the president decided to stick with policy and not give in to terrorists. meaning, not releasing Salazar, and preparing for virus infection.
Jack decided that what might work would be him busting Salazar out, thereby getting salazar out, and also not "releasing" him at the same time.
he called up the pres. and needed his okay to do it otherwise he wouldn't go through with it, because he'd basically be a fugitive again. and no one could know about it.
