I asked my Hawaiian friend today in church. He gave me two suggestions, although he warned that both are specific to males (he couldn't think of a female conception of "gangster" in Hawaiian):

Mok: Adjective or Noun, used very similarly to gangtser, essentially meaning rough and tough in a specifically Polynesian way.

Blala: Similar, but used only as a noun, and used more by the older generation.
