I don't think he will. This is attack is meant to punish Jordan for its support of the US. Why would he care about public opinion in Jordan?

Public opinion is turning against him in Iraq too, his current recruiting playground.
Yes Jordan is pro-west, and has a major intelligence operation in the Middle East, but does Zarqawi want these people to become active participants in the war against him?
Punishing them is silly, but understandable given his ideology. But inciting them to hatred against him is just plain stupid, and tactically unwise.
