Gosh, we haven't had one of these in a while. I was just thinking about doing one myself.

So, definitely not a straight substitution. Too many words start with B.

Hmm. The first part is just a straight substitution table, concealed as binary, which comes out to

13 09 04 21 19
17 20 07 14 10

22 08 25 06 24

or, if I've gotten rows and columns mixed, the transpose table

02 13 17 16 22
23 09 20 03 08
01 04 07 12 25
18 21 14 15 06
05 19 10 11 24

So clearly, it's alphabet soup with one letter left out - probably Z, since it doesn't appear in the message.

But I don't see how to apply it, the obvious methods don't work. Perhaps some parts of the message are to be left out?

It looks a little like the Playfair Cipher, but as that makes the first word come out as either "nsywzamkkwsya" or "snywzakmwkysa," depending on how you orient the key matrix, I don't think that's it.

C O U Y Z are missing from the message.

There are quite a few of apparently the same words in the message.

All of the words begin with either B or Q
All of the words end with X K or J

There are repeated groupings of the letters, suggesting that the substitution isn't letter-letter, but letter-groups of letters.
