For reasons of wanting to be sure the exchange works out, we should put some sort of minimum on either the number of posts or time since registration, or some combination (not anything terribly onerous, I was thinking 100 posts OR a registration more than one month ago).
Also, I think a "suggested expenditure" would be appropriate.
And perhaps people participating in the exchange should also email in or post some interests.

Maybe when you sign up you can indicate your contribution level. Me, I've got lots of used books I can unload. Also, if you're psycho like me and don't want a male to be given your address. Though I think the time/post number limit might be good for that.

This sounds like a fun idea, but I agree that there should be some spending limit. A minimum and maximum spending limit should be made, so people won't spend too little or too much.
1. Anyone who wants to participate sends a gift to Annie.
2. She keeps the one she wants.
3. She sends each participant a random gift.
Nobody has to know anyone's address, and by her choice of who gets what gift, we all get to learn exactly what Annie thinks of each of us.

Also, I suggest you ensure people from the same town do not get each other, likewise people who may be otherwise closely entangled.
Also, I know an excellent way to drum up membership. Get Kama on the list . Since she's so far away, she can only send lightweight things cheaply. Like pictures .

So, Annie, get an anonymous P.O. Box and I'll send a gift plus shipping. I'd like to give rather than receive, so someone who can't afford to participate can still get a gift.(I'm too old and have too much stuff already)
Having made a few bucks selling really weird stuff on eBay, I could come up with something that would be unique for a dorm room, etc.

I'm all up in that piece. I'd even be willing to send an extra gift to someone who can't afford to return the favor. I suggest we get this train moving though, since packages have to be sent pretty early this time of year if they're ever going to arrive.

I'm in. But do we have to have a minimum spending limit? I mean, for $10 I could buy something totally uninteresting, whereas for free I could put together quite a memorable package. At least, I think I can.

hmm, I want to be in also, but another suggestion, when the emails go out, as to who we should send the gift to, it might be nice to know whether that person is male or female, and what age bracket.

This may have been mentioned already, and I just conventiently overlooked it, but how about also included the top three interests of the person. I think this would help in the purchasing or making of the gift(s). Once the drawings have been made and the pairs matched, Annie could include the interests, along with name, to the respective Secret Santa.

I'd love to participate but I already have way to much stuff. Are ther any who would be willing to contribute $10 - $20 dollars to a pool that we could donate to some worthy cause (Maybe a homeless shelter or food bank) in the name of Hatrack River?
